Measures for Fair Trading Management

Article 1. For the purposes of regulating iron ore spot trading activities, maintaining market order, protecting the lawful rights and interests of all trading parties, and promoting the sound development of the iron ore spot market, Beijing Iron Ore Trading Center Corporation (hereinafter referred to as "COREX") formulates these Measures in accordance with relevant policies and regulations, including the "Measures for the Administration of Trading Venues in Beijing" and the "Special Provisions on Commodity Spot Market Trading (Trial)."

Article 2. COREX shall foster an open, just, and fair trading environment and maintain sound market order for members conducting business through the iron ore spot electronic trading system of COREX (hereinafter referred to as the “System”).

Article 3. COREX shall, under the principle of fair trading, establish and improve impartial trading mechanisms to ensure equal trading opportunities for different brands and different members.

Article 4. Members trading on the System shall comply with relevant laws and regulations and the trading rules of COREX, and shall conduct trading in accordance with the principles of openness, fairness, impartiality, good faith, voluntariness, and reciprocity.

Article 5. Members are prohibited from engaging in the following activities:

1. Trading, seeking trading opportunities, or disrupting trading order, through monopoly, fraud, collusion, market manipulation, unfair competition, commercial bribery, false publicity, infringement of trade secrets, or other illegal or non-compliant acts;

2. Other trading activities that undermine the principle of fairness.

Article 6. COREX shall ensure fair trading through the formulation of management regulations, technical monitoring, and other means.

Article 7. COREX shall supervise members’ trading by monitoring and analyzing specific trading behaviors, conducting assessments, and disclosing information.

Article 8. If a member, while conducting business activities on the System, discovers that another member is engaged in activities suspected of violating the principle of fair trading, it may promptly report to COREX.

Article 9. If COREX receives a report from a member or identifies any member behavior that violates the principle of fair trading during the fair-trading management process, it may conduct investigations and take actions in accordance with relevant trading rules such as the "Administrative Measures for Risk Control on Iron Ore Spot Trading of Beijing Iron Ore Trading Center".

Article 10. COREX reserves the right to interpret and revise these Measures.

Article 11. Both Chinese and English versions are valid. In case of any inconsistency, the Chinese version shall prevail.

公平交易管理辦法

第一條 為規范鐵礦石現貨交易活動，維護市場秩序，保護交易各方的合法權益，促進鐵礦石現貨市場健康發展，根據《北京市交易場所管理辦法》、《商品現貨市場交易特別規定（試行）》等政策法規，北京鐵礦石交易中心股份有限公司（以下簡稱“北鐵中心”）制定本辦法。

第二條 北鐵中心為在北鐵中心鐵礦石現貨電子交易系統（以下簡稱“系統”）進行業務活動的會員創造公開、公正、公平的市場交易環境及良好市場秩序。

第三條 北鐵中心負責以公平交易為原則，建立和完善公平的交易機制，確保不同交易標的、不同會員享有的公平交易機會。

第四條 北鐵中心交易會員在系統進行業務活動應遵守法律法規及北鐵中心交易規則，遵循公開、公平、公正、誠實信用、自愿、有償原則進行交易。

第五條 會員禁止從事以下交易：

1. 以壟斷、欺詐、串通、操縱市場、不正當競爭、商業賄賂、虛假宣傳、侵犯商業秘密或其它違法違規行為進行交易或爭取交易機會或者破壞交易秩序；

2. 其他破壞公平原則的交易。

第六條 北鐵中心通過制定管理制度、技術監控等手段保證公平交易原則的實現。

第七條 北鐵中心通過對具體交易行為進行監控、分析評估和信息披露來對公平交易進行監督。

第八條 會員在系統進行業務活動時，如果發現其他會員具有涉嫌違背公平交易原則的行為，可及時向北鐵中心報告。

第九條 北鐵中心在公平交易管理過程中接到會員報告或發現會員存在違反公平交易原則的行為，可根據《北京鐵礦石交易中心鐵礦石現貨交易風險控制管理辦法》等相關交易規則進行調查、處理。

第十條 本辦法由北鐵中心負責解釋和修訂。
